EU PPWR — packaging 2030 requirements

Packaging and Packaging Waste Regulation (EU 2025/40) — recycled content minimums, recyclability targets, reuse rates, packaging restrictions, applies from 2026-2030.

What PPWR mandates

PPWR (EU Regulation 2025/40, formerly 'Packaging and Packaging Waste Regulation') replaces Directive 94/62/EC. Effective 12 Feb 2025, applies from 12 Aug 2026 with staggered milestones to 2030, 2035, 2040. Key obligations: (1) recyclability — all packaging must be designed for recycling, with grade A/B/C performance scale by 2030; (2) recycled content minimums — plastic packaging must contain 10-65% recycled content depending on type (PET-bottles 30% by 2030, contact-sensitive packaging 10% by 2030); (3) reuse rates — beverage 10% by 2030, B2B transport 90%; (4) restrictions — bans single-use plastic for in-flight, hotel mini-toiletries, restaurant condiments, fruit/veg under 1.5 kg; (5) labelling — harmonised EU labels for sorting.

What it means for merch packaging

By 2030: gift-box plastic windows must be reduced or eliminated; mono-material packaging (one fibre, one polymer) preferred for sortability; FSC paper / GRS plastic for recycled content; over-pack reduction (max headspace 50% empty volume); EU harmonised sort-icon labels per product. Merch suppliers must demonstrate packaging compliance in CSRD ESRS E5 reporting and provide recyclability test to EN 13430 + Eu Plastics Pact criteria.
